WTV is the file extensions that are recorded from the television file and is created by the Windows Media Center. Microsoft originally introduces the .DVR-MS (DVR) file format in the MS Windows XP Media Center Edition. It is almost similar in the format as compared to the .ASF; the .DVR-MS (DVR) file extension allows its users to create the key PVR functionality, live pause, includes time-shifting and at the same time performs playback and recording also. This file uses .WTV extension.

The video file recorded by Windows media Center, a program that is used to play multimedia content and record the TV shows. It is helpful to encode the video that uses MPEG-2 compression and MPEG-1layer II or Dolby Digital AC-3 compression. The WTV files are usually created by the Stream Buffer Engine (SBE) while Windows Media center records the television show. The recorded shows generally get opened and played within the Windows Media Center.

This .WTV file extension replaces the previous .DVR-MS file format in the Windows 7 version of Windows media center. On the other hand the .WTV files can easily be converted back into the DVR-MS files just by right clicking in the Windows media Center.

But sometimes it becomes difficult to access the WTV files on Windows and then also shows the error message "Cannot open WTV files", this means that the program is unable to read the files hence it cannot be opened.
